The simple rule: just above the air holes
There's no fixed volume, the right amount depends on your glass. Instead, use the built-in visual cue: fill the water just above the two air holes inside the glass. That's enough to submerge the intake and filter the vapor, without flooding the piece. Puffco's own guidance is to fill just past those air holes, so that's your fill line.
Don't overfill
Never let water sit in the lower section of the glass. Too much water is the number-one cause of splashback and that annoying gurgle, and it can pull moisture toward places it shouldn't go.
